Bio paragraph: Daniel Deng Lual is a South Sudanese and an independent consultant on human security based in Juba, South Sudan. He studied in Sudan and Canada respectively where he obtained master’s degree in Criminal Justice Administration from Athabasca University in Canada.
He served first in Sudan as intelligent officer and then in South Sudan as law enforcement servant. Prior to his retirement, he was the head of the Bureau for Community Security and Small Arms Control (BCSSAC) at the South Sudan Ministry of Interior from December 2009 to June 2012.
He oversaw and addressed human security challenges through community consultations; voluntary disarmament; conflict-sensitive development projects; development of small arms and light weapons policy; Small arms and light weapons bill; gun marking, and stockpile security and management.
He subscribes to bottom upapproach that brings the government to the people and triangulates the governance, security, and socio-economic aspects of conflict in South Sudan.
