Issue areas and specialisms: Analysis of legal instruments relevant to arms (transfer) control, monitoring of compliance (e.g. With EU regulatory system), (analysis of) policy debate on arms control issues. Research on illicit arms flows.
Focus countries: EU ('supply side'), and 'unspecified' recipient countries (whether or not the arms are transferred there in authorised transfer, or product of diversion.)
Working languages: English, French, Spanish, Dutch, German. Passive (reading) knowledge of Italian, Portuguese and a few Scandinavian languages
Bio paragraph: AnVranckx researched and published findings on illicit arms in Latin American contexts – especially in Colombian context, where I particularly appreciated having the opportunity to observe various trial and errors of state action to get SALW under control. Have published on export of conventional arms & dual use items from EU countries, so as to monitor EU member states' 'real world' compliance with EU regulatory framework. While my efforts at monitoring EU compliance continues, I am also analysing various sorts of action 'on the ground' in Saferworld programme countries (incl. Nepal, South Sudan, Kosovo) to tackle or prevent risks exacerbated by excessive spread and uncontrolled proliferation of SALW. That analysis considers efforts both within and beyond the framework of the UN PoA. Goal of this analysis is to advocate a 'better-informed' policy debate (both 'local' and international), which eventually comes to focus more on the impact of efforts to tackle the SALW issue (including instigating debate on relevant indicators to measure such impact).
