Bio paragraph: Prof Xia Liping is Dean and Professor of School of Political Science & International Relations at Tongji University in Shanghai and Vice President of Shanghai Institute for International Strategic Studies (SIISS), specializing in conventional arms transfer control, nuclear nonproliferation, and China’s foreign strategy. He is, Vice President of Shanghai Association of International Relations, and Vice President of Shanghai Center for RimPac Strategic and International Studies (CPSIS). He is also Senior Guest Fellow of Institute of International Technology and Economics in Center for Development Studies under the PRC State Council. Before he worked with Tongji University, he was Director of Department of Strategic Studies at Shanghai Institute for International Studies (SIIS). From 1989 to 1996, he was Associate Professor of Institute for Strategic Studies, National Defense University, Beijing. He was an observer to the UN ATT Conference held at UN Headquarters in New York in August 2012.
